The training course for NBA accountants is provided with the CEDEO quality mark. Accountants earn PE points by completing data protection training at Duthler Academy. Duthler Associates is preparing the recognition of the DPO Training as a post-initial master’s program at higher vocational education level. Duthler Academy will apply for accreditation of the DPO Training as soon as this is possible according to the rules of the Dutch-Flemish Accreditation Organization. In the meantime, Duthler Academy is collecting recognitions of parts of the DPO training and masterclasses based on that.
After successful completion of the DPO Training, when all exams have been passed, the participant will receive a certificate from Duthler Academy. After successfully taking the examinations of the first three modules, the participant is entered as “aspiring FG” in the Duthler Academy DPO Register. Upon completion of the DPO Course, graduates are included as “DPO Register” in the Duthler Academy FG Register. The FG Register can be consulted online for anyone looking for a DPO.
The Duthler Academy teachers are largely made up of advisors and professionals working in the practice of Duthler Associates and First Lawyers. They have extensive experience in advising on data protection and training customer employees. In addition, Duthler Academy makes use of expert guest speakers.
The DPO training costs € 500 excluding VAT per module. There are a total of 30 modules. This brings the total costs for the entire course to € 15,000 excluding VAT. It is possible to follow the DPO Training in parts. The costs then vary according to the number of modules that are registered for.
The study load of the DPO is 20 hours for a module consisting of a half-day: 4 hours of on-site participation and 16 hours of self-study. The study load for the entire DPO program consists of 30 modules spread over 30 half-days. The total study load of the FGT training is therefore 600 hours.
The preparation for a module of the DPO training consists of studying the compulsory and recommended literature on the e-learning environment and making a diagnostic test on the basis of which the participant can determine his knowledge level. Each module also has a 4-hour workshop held from 10 am to 2 pm at Duthler Academy.
The group size of the workshops varies between five and ten participants. An active attitude is expected from the participants. Each module is concluded with a written exam with open questions and multiple choice questions. After attending the workshop, the exam must be taken and handed in within a predetermined period.
In order to guarantee the quality of the diploma, Duthler Academy requires that everyone follows the full training program. Only in very exceptional cases does the Examination Board grant an exemption for a module for previously passed examinations or exams in higher education, or for knowledge or skills acquired outside higher education, as stipulated in Article 2.17 of the education and training examination schedule of the DPO Training.
A request for exemption can be submitted to the Examination Board via the e-mail address: Examination Board@duthler.nl. A request for exemption must contain supporting documents (for example diplomas).
Anyone who has completed a higher professional or academic education is in principle admissible. Competences acquired in practice can also be a good basis for participation in the DPO Training. Suitability for the program is assessed in an intake interview that results in study advice.

The DPO Training is a training program that is offered over two years. In practice, participants sometimes take a bit shorter or longer, for example if a module has to be made up later or if they want to vary the time load.
The GDPR requires government organizations to appoint a DPO. Non-governmental organizations must appoint a DPO if their size and / or their purposes require regular and systematic observation on a large scale of data subjects, or if they are mainly charged with large-scale processing of special categories of data (Article 37 (1) Avg). On the basis of these criteria, the International Association of Privacy Professionals has calculated that at least 28,000 DPOs will be required in Europe as a result of the entry into force of the Avg. We expect that several thousand DPOs will be needed in the Netherlands alone. The number of FGs in the AP register was approximately 500 in June 2016.

Participants who have completed the DPO Training are able to function at a high level in organizations where complex issues concerning privacy and data protection arise. They meet the requirements set by the Avg for a DPO. They have the “professional qualities and, in particular, (…) expertise in the field of data protection legislation and practice and (the) ability to perform the tasks referred to in Article 39” (Article 37 (5) Avg).
The DPO is the pivot in the process of continuous, demonstrable protection of personal data, see articles 37 to 39 Avg. The DPO fulfills his duties for the benefit of the organization and the social community. Within an organization, the DPO supervises compliance with the law, in particular the Personal Data Protection Act (Wbp) and Avg. The DPO will also guarantee privacy and data protection in the organizational structure and ICT systems.
The DPO reports periodically to the management of the organization. In order to be able to adequately fulfill these tasks, the DPO supervises the privacy accounts in which the evidence of the effective operation of the management and security measures taken is systematically recorded and managed. This accounting also includes the issued advisory reports, processor agreements, results data protection impact assessments (DPIAs) and all other relevant information.
All data subjects whose personal data are processed, such as customers, patients and staff members, can contact a DPO for information about and access to their own personal data processed or for customers. The DPO thus makes an important contribution to the correct use of confidential personal data by the organization.
The DPO Training is a two-year course at bachelor/master’s level that trains to become a Data Protection Officer (DPO) as referred to in Articles 62 to 64 of the Personal Data Protection Act and 37 to 39 of the European General Data Protection Regulation (GDPR) 2016/679 of 27 April 2016 (hereinafter referred to simply as GDPR).
